The Home Upgrade Grant sits within the Green Homes Grants Scheme and can provide grants of up to £25,000 per home. The amount of funding will depend on the outcome of a property survey and the current Energy Performance Certificate (EPC) rating. Funding is only available for properties that are 'off gas' grid, for example, use electric, oil, LPG or coal to heat the property and do not have a gas-fired central heating system (gas boiler) installed.
Home Upgrade Grants are available to homeowners and landlords in the borough to help improve the energy efficiency of their homes, through the installation of low-carbon heating improvements. This could help save up to £600 a year on energy bills and make homes warmer and more comfortable for the people living in them.
The Redbridge Home Upgrade Grant (HUG) program launched in July 2022 following a successful application for £1.215m of funding to the Department for Business, Energy and Industrial Strategy (BEIS). The scheme is funded through the local authority delivery element of the government’s Green Homes Grant Scheme

Eligibility
Homeowners and landlords are eligible to apply for the scheme. In the case of a rented property, the household income criteria is related to the income of the tenants living in the property, and not the landlord’s income.
To be eligible, households must:
Be ‘off gas’ grid – this means no gas central heating system (gas boiler) to heat the property
Have a household income of £30,000 or less
Live in a property with an EPC rating of D, E, F, or G
If you have a gas-powered heat source for one or two areas of your home, please do still apply and we will assess if we can progress your application
Applicants must provide the following income evidence:
Where an applicant is in receipt of Universal Credit, a full universal credit statement is required
For all other benefits and income, three months bank statements for all bank accounts and three month’s payslips must be provided
Where a self-assessment tax form is provided, we will also need the previous year's certified copy of the tax return

Your home may already have an energy performance rating. You can check that via the energy performance register. If your home is not listed on the register, please do not worry we will get the rating checked as part of the application process.
Types of work that can be carried out
As part of the application process, your property will undergo a full property assessment that will recommend the appropriate measures by qualified surveyors. This could include, for example, improved heating controls, loft insulation, solid wall, floor, or cavity wall insulation. Other remedial works may be offered but this is dependent on the condition of the property. The exception is fossil fuel heating systems such as gas boilers (whether installed as new or as repairs to existing systems) which are not eligible for measures undertaken as part of this scheme.
Cost
If you are an owner occupier, you do not need to contribute any funding within the set amount of funding available for each property. If you are a landlord, you will need to contribute a minimum of one-third of the costs.
Government guidance states that funding to owner-occupied eligible households should cover the total cost of the Retrofit upgrade.
